BEIJING- China Telecom(中国电信)recently had appointed Neo@Ogilvy(奥美世纪) as its digital media agency after a competitive pitch which also included Starcom IP, HYLZ and Allyes. Starcom IP was the incumbent, and Starcom Beijing will continue to handle traditional media planning and buying duties.

The review is a regular process of China Telecom. But It’s believed to also driven by the newly-launching 3G brand Tianyi(天翼). The amount of account still unclear, but following 3G huge competetion between China’s 3 telecommunications operators, MadisonBoom believed the online media planning and buying account should be considerable.
